Mosley is currently the Chief Executive Officer of EAM, Inc. / Mosley & Associates (2004 – Present) with responsibility for all Management Consulting and Advisory Services operations. He markets the company's services, schedules and manages projects and other staff engagements and oversees all other fiscal and program operations (to include domestic and international projects). In addition, he performs personal consulting services (advice and counsel) for clients. EAM, Inc.'s clients include the Big 4 CPA and Management Consulting firms, medium and small and minority CPA and Consulting firms, Non-Government Organizations (NGOs), Private Foundations and Associations, and technical firms in the areas of information technology (IT), operations and management controls.
Mosley served as the Inspector General for the U.S. Agency for International Development (USAID) from August 1999 until his retirement in September 2004 (he was officially appointed by the President and confirmed by the United States Senate in December 2000). As directed by the Congress of the United States, he also simultaneously served as Inspector General for:
- The African Development Foundation
- The Inter-American Foundation
- The Millennium Challenge Corporation, and
- The Overseas Private Investment Corporation of the United States Government.
As Inspector General, he provided Audit and Investigative oversight for all five organizations which had accumulated appropriated funding exceeding $15 billion dollars annually. In addition to his overall worldwide management of OIG Audit and Investigations missions activities, he provided management of the OIG operational budget (in excess of $40 million), and a staff of over 225 people located in Washington, DC and seven (7) Regional Offices around the world (Budapest, Hungary; Cairo, Egypt; Dakar, Senegal; Manila, Philippines; Pretoria, South Africa; and San Salvador, El Salvador)..
In addition to other professional roles, he served as the Chairman of the Audit Committee of the President's Council on Integrity and Efficiency (representing the entire Federal Inspector General community) and as a member of the Advisory Council for the United States Government Auditing Standards (GAGAS) for four years (2001-2004). He also served and continues to serve on Board of Directors for the International Consortium of Government Financial Managers.
As the Deputy Inspector General for USAID (1994 – 1999), he shared with the Inspector General, management direction and overall responsibilities of OIG activities worldwide to include:
- Management and oversight of all Audit and Investigations activities of USAID operations and dealings worldwide;
Mosley has a B. S. Degree in Accounting from Grambling State University, Grambling, LA. He also attended the Executive Development, Federal Executive Institute, Charlottesville, VA. He is a:
