Comprehensive experience in all facets of audit practice and the design of internal control processes and practices, with more than twenty-five years as Certified Public Accountant with extensive international experience, including a 'Big Eight' accounting firm, consultant to a foreign government; managing partner of foreign regional audit and consultancy firm; and the U.S. Government Inspector General Community. Henry has extensive audit management experience, including strategic planning of programs of up to US$15 billion and reporting to Congress responding to various inquiries from the Congress, US Agency for International Development Management (USAID), and private citizens.

Barrett serves as Manager of International Management Consulting and Advisory Services Operations for EAM, Inc. / Mosley & Associates. He manages projects and other staff engagements for clients involving international contracts. Assist in marketing company services and performing personal consulting services (advice and counsel). Clients include a variety of Non-Government Organizations and Foundations, CPA and consulting firms and Federal Departments and Agencies.

Barrett led the quality assessment of regional international programs while on staff with the USAID Office of the Inspector General and participated in a select committee to revise the Quality Assessment process that is used by all Federal Inspectors General.

He attended the Institute of Internal Auditor's 2007 premier course on Quality Assessments. That course involved assessing and validating the quality of the internal audit activities as a basis to ensuring positive outcomes during the auditing process. Also discussed were effective quality assessment techniques and a thorough understanding of the Institute of Internal Auditor's guidelines for quality assessments. He has a wide range of experience in institutional assessment and strengthening of supreme audit institutions overseas (SAIs) in conjunction with U.S. Agency for International Development, Office of Inspector General program delivery. Work with SAIs was conducted in countries of West Africa, Asia and Pacific Islands.

Barrett has managed on-site audits and special reviews for numerous NGO projects at their headquarters levels and field locations around the world. He has also performed a variety training projects for NGOs, international audit organizations, and officials of Foreign Ministries who are recipients of clients funding. As part of a World Bank and IIA initiative, he participated in a program that introduced the Risk-Based Audit Approach in Kenya.
