Jim serves as Executive Director of Management Consulting and Advisory Services operations for EAM, Inc. / Mosley & Associates. He manages projects and other staff engagements for clients involving domestic and international contracts. Jim assists in marketing company services and performs personal consulting services (advice and counsel). Clients include a wide variety of CPA and consulting firms, non-government organizations, and technical organizations in the areas of information technology.

Jim was selected as the Deputy Inspector General for USAID in May 2001 and served as the Acting Inspector General from September 2004 until his retirement from Federal service in March 2005. While at USAID, Jim was simultaneously responsible for oversight activities at:

• The Millennium Challenge Corporation
• The African Development Foundation
• The Inter-American Foundation, and
• The Overseas Private Investment Corporation of the Unites States Government.

Jim shared in Audit and Investigative oversight for all five organizations which had accumulated appropriated annual funding exceeding $15 billion. In addition to overall worldwide management of OIG Audit and Investigation mission activities, he managed an operational budget of $40 million, and a staff of over 225 people located in Washington, DC and seven (7) Regional Offices around the world.

The OIG staff was composed of Civil Service, Foreign Service, Foreign Service Nationals, and contracted staff with disciplines as Auditors, Criminal Investigators, Lawyers, Statisticians, Personnel/Human Resource Specialists, Information Systems Specialists, Budget and Contract Specialists, and other support positions. The staff reporting directly to Jim was senior managers in the Senior Executive Service and the Senior Foreign Service.

Jim frequently worked with the Agency Administrator and respective Boards of Directors and the Congress, to include providing Congressional Testimony many times in his federal career. He also served the federal community in a number of other important roles, including Chairman of the Advisory Board of the Government Auditor Training Institute, a member of the Board of Governors of the Washington, D.C. Chapter of the Institute of Internal Auditors, and Chairman of the Federal Audit Executive Council.

While serving as the Assistant Inspector General – Audit for the US Department of Agriculture, Office of Inspector, Jim managed the audit programs of the USDA and its worldwide operations including directing a staff of 475 auditors, specialists, and support personnel in carrying out this work. Audit staff was dispersed to seven regional offices throughout the United States. Jim testified numerous times before Congress, both in the Senate and the House, regarding audit work, and had significant impact on many USDA programs.
