More than twenty-five years of audit and management experience in government programs (U.S. Environmental Protection Agency (EPA), U.S. General Accountability Office (GAO), and Department of Interior (DOI). Tinsley has extensive experience in strategic planning, human resource and financial management, program development and evaluation, and organizational representation and liaison.

After retirement from the Federal Government Inspector General Community in 2006, Tinsley joined EAM, Inc. / Mosley & Associates. As a Senior Manager of Management Consulting and Advisory Services Operations, she manages projects and other staff engagements for company clients. She assists in marketing company services and performs personal consulting services (advice and counsel). Clients include a wide variety of CPA and consulting firms, and technical companies in the area of strategic planning, human resource development, management, auditing and accounting.
From 1995 to 2006, Nikki served as Inspector General for the U.S. Environmental Protection Agency in Washington, D.C. She served as Deputy and Acting Inspector General until November 1998 when she was appointed by the President and confirmed by the U.S. Senate as Inspector General. Simultaneously, she served as Inspector General for the U.S. Chemical Safety and Hazard Investigation Board. She successfully integrated IG activities into Agency operations while maintaining organizational independence required by law. Tinsley:
- Provided audit oversight and conducted criminal investigations for organizations having over $8 billion annual appropriated funding. Worked with political leaders and Agency managers to develop national environmental goals and strategies to protect human health and the environment.
- Worked with and testified before Congress on EPA programs and ways to improve program performance.
- Oversaw the work of 360 employees located in Washington DC and 12 EPA offices across the United States. Received significant support from Congress resulting in budget increases from $40 to $50 million during her tenure.
- Was a member of the President's Council on Integrity and Efficiency (PCIE) and served as Chair of the PCIE Human Resources Committee. As Chair, led human resource activities for IG community of 18,000 employees.
- Under Tinsley's leadership, the community identified competencies for IG auditors, inspectors/evaluators, and investigators which were used to improve staff development programs; developed a two-week leadership class for IG senior managers; identified best practices in employee recruitment and retention; expanded the scope of PCIE awards and enhanced the annual awards ceremony, and sponsored a highly successful e-learning pilot training program which was used to provide a broad range of classes to more than 6000 employees.
From 1995 – 1996, Tinsley served as Deputy Inspector General, U.S. Environmental Protection Agency, Office of Inspector General, Washington, D.C. As Deputy Inspector General, Tinsley shared with the Inspector General, management director and overall responsibilities of all OIG activities.
